Information for applicants


Admission to the university is carried out by the rules for admission to the program of higher professional education at the Osh Technological University named after academician M.M. Adyshev (hereinafter referred to as OshTU). The admission rules were developed by the Law of the Kyrgyz Republic “On Education”, the Procedure for admission to higher educational institutions of the Kyrgyz Republic (No. 355 of June 30, 2022, No. 106 of February 28, 2023), to implement the resolution of the Government of the Kyrgyz Republic (No. 256 dated May 28, 2011), as well as other regulatory acts of the Kyrgyz Republic in the field of education, the Charter of OshTU, regulating admission to OshTU.

Osh Technological University named after M.M. Adyshev accepts persons with secondary general and secondary vocational education.

Individuals who have a state diploma of higher professional education with the award of an academic degree “Bachelor” in the relevant field or higher professional education, confirmed by the assignment of the qualification “specialist” in a related specialty, are accepted for training in the master’s preparation program.

Citizens of the Kyrgyz Republic and persons of Kyrgyz nationality who are citizens of other countries (ethnic Kyrgyz), like citizens of the Kyrgyz Republic, have the right to receive, on a competitive basis, free and paid higher education at OshTU within the limits of state educational standards, if they are receiving education at this level for the first time. Education of citizens of other states at OshTU is carried out by an interstate agreement concluded by the Government of the Kyrgyz Republic, as well as under agreements between educational organizations and individual citizens.

Subsequent courses are accepted for persons who have an established academic certificate of incomplete higher professional education or a state diploma of higher professional education at various levels. Persons who have a state diploma of secondary vocational education in the relevant profile are accepted for subsequent courses in the relevant specialties. The list of specialties of secondary vocational education and the corresponding profile of areas and specialties of higher vocational education is approved by the Ministry of Education and Science of the Kyrgyz Republic.

RULES
admission to Osh Technological University named after M.M. Adysheva

Chapter 1. General Provisions

1.1. These Rules have been developed under the articles of the Law of the Kyrgyz Republic “On Education”, other regulatory legal acts of the Kyrgyz Republic in the field of education and determine the rules for selection and admission to the Osh Technological University named after M.M. Adysheva (hereinafter – OshTU):

  • – applicants-citizens of the Kyrgyz Republic applying for a state educational grant (hereinafter referred to as the grant);
  • -applicants who are citizens of foreign states applying for a grant based on international treaties that have entered into force under the legislation of the Kyrgyz Republic;
  • -applicants-citizens of the Kyrgyz Republic and citizens of foreign countries for training in educational programs of higher professional education under contracts with payment of the cost of training with legal entities and (or) individuals (hereinafter referred to as the contract with payment of the cost of training).

1.2.The following terms are used in this Rule:

  • general-republican testing (hereinafter referred to as GRT) is testing conducted by an independent testing service (hereinafter referred to as ITS) for persons wishing to enroll in higher education;
  • Summer admission – admission of applicants to OshTU for grant places and places under contracts with payment of tuition fees, carried out during the summer period;
  • winter admission – admission of applicants to OshTU for places under contracts with payment of tuition fees, carried out during the winter period, for places left vacant after summer admission;
  • automated information system for participation in the competition for admission to OshTU (hereinafter referred to as AIS) – this is a portal for registration and enrollment based on the results of the GRT of the current year (for winter admission – according to the results of the GRT of the previous year) online; based on the results of internal exams for foreign citizens;
  • an electronic ticket is an application submitted electronically through the AIS.

1.3. Persons with secondary general and secondary vocational education are accepted for the first year at OshTU.

1.4. Individuals who have a state diploma of higher professional education at various levels are accepted to study at OshTU in accelerated programs. Persons who have a state diploma of secondary vocational education in the relevant profile are accepted to study at OshTU in accelerated programs of relevant specialties. The compliance of the profile of secondary vocational education with the profile of higher vocational education is determined by OshTU independently (based on Resolution No. 355 and No. 106 of the Cabinet of Ministers of the Kyrgyz Republic).

1.5.Individuals who have a state diploma of higher professional education with the qualification of “bachelor” or “specialist” are accepted for study in the master’s program.

1.6. Citizens of the Kyrgyz Republic have the right to receive, on a competitive basis, free higher education at OshTU within the limits of state educational standards, if they are receiving education at this level for the first time.

1.7. The selection and enrollment of applicants – citizens of the Kyrgyz Republic and citizens of other states at OshTU for training in educational programs of higher professional education is carried out twice a year: in the summer and winter periods.

Winter admission to places under contracts with payment of tuition fees is carried out at the discretion of OshTU, for places left vacant after summer admission.

1.8. The selection and enrollment of applicants – citizens of the Kyrgyz Republic based on the results of GRT and citizens of foreign countries at OshTU for training in educational programs of higher professional education is carried out through the AIS.

1.9. Education of citizens of foreign countries at OshTU is carried out following the legislation of the Kyrgyz Republic in the field of education, based on international treaties that have entered into force by the legislation of the Kyrgyz Republic, as well as based on agreements between educational organizations or with individual citizens. Agreements between OshTU and persons providing intermediary services in various countries of the world for the selection of foreign citizens at OshTU must be agreed upon with the authorized state body in the field of education and science of the Kyrgyz Republic (hereinafter referred to as the authorized body) before the announcement of admission to OshTU.

1.10. OshTU announces admission after agreeing with the authorized body on the list of areas of training and specialties. The admission plan for higher professional education programs is approved independently. (As amended by the resolution of the Cabinet of Ministers of the Kyrgyz Republic dated November 21, 2022 No. 654, February 28, 2023 No. 106).

1.11. The main criteria for admission to OshTU for full-time and part-time courses, including the use of distance learning technologies, are the level of knowledge and abilities of the applicant. 

Chapter 2. Organization of admission to OshTU

2.1. The selection and enrollment of applicants for all forms of study based on the results of the GRT of the current year (for winter admission – according to the results of the GRT of the previous year) is carried out through the AIS within the time limits established annually by the authorized body. The results of the GRT, passed by an applicant before he completed compulsory military service, are valid for 3 years.

2.2. Acceptance of documents from applicants who are citizens of foreign countries is carried out through the AIS throughout the year. Responsibility for meeting the deadlines for organizing entrance examinations and enrolling applicants who are citizens of foreign countries rests with the chairman of the OshTU admissions committee. (As amended by Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated February 28, 2023 No. 106).

2.3. To organize the admission of applicants for all forms of training under a contract with payment of the cost of training, by order of the rector of OshTU, an admissions committee is created, the chairman of which is the rector of OshTU.

2.4. The selection and enrollment of applicants based on the results of the current year’s GRT for grant training are carried out by the grant commission of OshTU through the AIS within the time limits established annually by the authorized body.

2.5. The grant commission is formed as follows:

  • -rector of OshTU (chairman of the commission);
  • – representative of the city education authority;
  • -one representative of the leadership of each faculty, for the directions and specialties of which competitive enrollment is carried out based on the results of the GRT.

2.6. The responsibilities of the grant commission include:

  • -drawing up protocols on the number of people registered to participate in the competition in each area of ​​training and specialty;
  • – compiling rating lists of applicants participating in the competition;
  • -compiling lists of applicants recommended for enrollment in OshTU for each category of applicants;
  • – transfer of lists of applicants who have confirmed their desire to be enrolled and recommended for enrollment at OshTU to the ITS to confirm the test results in the prescribed form.

2.7. The chairman of the admissions committee is responsible for compliance with the maximum contingent established by the license, as well as the requirements of regulatory legal acts in the field of education, determines the responsibilities of the members of the admissions and appeals commissions, approves the procedure for their work, the schedule for receiving citizens by the admissions and appeals commissions.

2.8. The composition, powers, and procedure for the activities of the selection committee are determined by the regulations on it, approved by the rector of OshTU.

2.9. The work of the admissions committee and paperwork, as well as the personal reception of applicants and their parents (legal representatives) are organized by the executive secretary of the admissions committee of OshTU. (As amended by Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated February 28, 2023 No. 106).

2.10. To organize and conduct entrance examinations, the chairman of the admissions committee approves the composition of the examination and appeal commissions. The powers and procedures for the activities of examination and appeal commissions are determined by the regulations on them, approved by the rector of OshTU.

2.11. To organize and conduct certification tests for admission to studies in accelerated programs at OshTU, a certification commission is being created. The procedure for the formation, composition, powers, and procedure for the activities of the certification commission, as well as the procedure for conducting certification tests, are determined by the relevant provisions approved by the rector of OshTU.

2.12. When admitting to OshTU, the chairman of the admissions committee ensures compliance with the rights of citizens established by the legislation of the Kyrgyz Republic in the field of education, transparency, and openness of the work of the admissions committee, objectivity in assessing the abilities of applicants, and the availability of the management of the admissions committee at all stages of the admission process.

2.13. The admissions committee is obliged to monitor the accuracy of information about the applicant’s participation in GRT, and also has the right to verify other educational documents submitted by the applicant. 

Chapter 3. Organization of informing applicants

3.1. The applicant, his legal representatives, and parents have the right to familiarize themselves with the OshTU Charter, its licenses for educational activities and accreditation certificates, admission rules, as well as entrance test programs, and other necessary information related to admission. When accepting places under an agreement with payment of tuition fees, the admissions committee is obliged to familiarize the applicant, his legal representatives, and parents with the obligations and rights of the parties, the amount and procedure for paying tuition fees, and the possibility of providing payment benefits.

3.2. To familiarize the applicant and (or) his parents (legal representatives), OshTU is obliged to place the documents specified in paragraph 28 on its official website and/or arrange information stands in OshTU no later than May 1.

3.3. Before accepting documents, the OshTU admissions committee announces the following:

  • -annual rules for admission to OshTU;
  • -list of areas of training and specialties for which OshTU announces admission under the license for the right to conduct educational activities;
  • -list of entrance examinations in general education subjects for each area of ​​training and specialty;
  • -list and forms of entrance examinations for persons with higher professional education;
  • – list and forms of entrance tests for training in master’s programs and certification tests – for accelerated programs;
  • -total number of places for admission to the first year in each area of ​​training and specialty;
  • -rules for filing and considering appeals based on the results of entrance and certification tests;
  • -information about the availability of dormitory(s) and the number of places in dormitories for non-resident applicants;
  • -sample contract for applicants to be placed under contracts with payment of tuition fees;
  • – sample agreement (contract) for applicants for grant training;
  • -timing of additional (creative) tests, as they relate to them;
  • -timing of entrance tests for master’s programs and certification tests for the second and subsequent years;
  • -deadlines for making tuition payments.

3.4. During the period of accepting documents, the admissions committee organizes the operation of special telephone lines (e-mail) to answer questions from applicants. Information about the number of applications submitted and the competition must be provided for each area of ​​training and specialty and posted on the official website of OshTU and/or on the information stand of the admissions committee.

Chapter 4. Acceptance of documents at OshTU

4.1. Admission to OshTU is carried out on the personal application of citizens.

4.2. Acceptance of documents for training in accelerated programs, in areas of training and specialties that do not require GRT results, begins on June 20, for master’s programs begins on July 20, and ends on October 1.

4.4. Acceptance of documents from applicants who are citizens of foreign countries is carried out through the AIS twice a year: from June 20; from December 1st.

4.5. When applying for admission to OshTU, the applicant, at his own discretion, submits the original or a notarized copy of a document proving his identity, and citizenship, the original or a notarized copy of a state document on education and the required number of photographs.

It is allowed to certify copies of documents of citizens of the Kyrgyz Republic according to the originals by the university to which they are submitted.

4.6. Citizens of the Kyrgyz Republic and foreign citizens who studied in educational institutions of foreign countries must provide the admissions committee with a document on education equivalent to the state document on secondary general education, secondary or higher vocational education of the Kyrgyz Republic.

The equivalence of education documents issued by educational institutions of foreign countries is determined by the authorized body. Enrollment of citizens of the Kyrgyz Republic and foreign citizens who studied in educational institutions of foreign countries is not allowed without providing a certificate of compliance with the level of educational content issued by the authorized body.

4.7.A personal file is opened for each applicant, in which all submitted documents and materials of entrance examinations and certification tests are stored (including an extract from the protocol of the decision of the OshTU appeal commission). The personal files of applicants are stored in the admissions committee of OshTU for six months from the start date of accepting documents.

4.8. When submitting documents, the applicant is given a receipt for acceptance of documents.

4.9. Applicants who have submitted deliberately false documents to the OshTU admissions committee bear responsibility under the legislation of the Kyrgyz Republic. 

Chapter 5. Mechanism for selecting and enrolling applicants for a state educational grant

5.1. Competitive distribution of grants is carried out based on the results of the GRT of the current year (except for grants allocated to the specialties of culture and art, physical education, and sports). Applicants with the highest scores are eligible for admission. The results of the GRT passed by an applicant before he completed compulsory military service are valid for 3 years.

5.2. The list of universities and specialties for which GRT results are not required for enrollment is determined by the authorized body.

5.3. The authorized body annually approves the number and schedule of rounds of selection and enrollment of applicants based on the results of the GRT of the current year. Before the start of each round, information about vacancies is posted in the AIS, on websites, information stands of OshTU, published in the press or otherwise distributed among applicants. If there are vacancies after the last round, the grant commission recommends the next ranked list of applicants for admission. The rules for selection and enrollment in all rounds are identical.

5.4. The competition for the admission of applicants based on the results of the GRT of the current year is held only through the AIS. Applicants who have received scores on the main test equal to or higher than the threshold score determined by the authorized body are allowed to participate in the competition.

5.5. In the competition for admission to OshTU and receiving a grant, priority for admission is given to applicants who have received scores on the main and corresponding subject tests that are equal to or higher than the threshold points participating in the competition based on the sum of points of the main and subject tests. If an insufficient number of applicants with subject test results take part in the competition, the grant commission recommends admission of applicants based on the results of the main test.

Those applicants who have successfully passed these tests are admitted to competitive enrollment in areas and specialties that require additional tests or additional subject tests, the list of which is approved by the authorized body.

5.6. When enrolling in specialties and areas that require passing additional creative tests, the result of creative tests is a priority.

Information about the need to pass additional tests or additional subject tests to participate in a competition for a grant and fulfill any additional conditions associated with them is communicated to the applicant and his parents before the start of GRT.

Additional tests must be carried out before the start of the rounds.

5.7. The competitive distribution of grants and the enrollment of applicants to OshTU based on the results of GRT are carried out separately, within individual categories of applicants, under the Instructions on the categories of applicants and the percentage distribution of state educational grants for them (appendix to this Regulation).

5.8. In each round, the applicant has the right to submit one application for participation in the competition for grant training and one application for training under a contract with payment of the cost through the AIS.

5.9. To participate in the competition for selection and admission, an applicant can apply independently remotely, or through the OshTU admissions committee through the AIS. It is allowed to conduct the competition exclusively online in the manner established by the authorized body.

5.10. AIS generates online:

  • -ranked list of applicants indicating the identification number of the applicant and the number of points he scored for each category separately;
  • -the percentage ratio between the categories specified in the Instructions on the categories of applicants and the percentage distribution of state educational grants for them (Appendix), on a given day.

5.11. Registration of applicants to participate in the competition in each round lasts 2.5 calendar days, until 14.00 on the third calendar day of registration of applicants.

5.12. Confirmation by recommended applicants of their desire to study in this area lasts 3 days, until 16.00 on the sixth day of each round.

5.13. Confirmation by additionally recommended applicants of their desire to study in this area after the last round lasts for 24 hours from the moment of recommendation. After 24 hours, if the applicant has not confirmed his desire to study, the grant commission recommends the next ranked list of applicants for enrollment. This procedure is carried out within three working days after the completion of the last round.

5.14. The following categories of applicants (subject to the presence of supporting documents) are enrolled in OshTU based on competition, within the quota of grant places for this category of persons, annually approved by the Cabinet of Ministers of the Kyrgyz Republic:

  • – disabled people of groups I, II;
  • -persons with disabilities since childhood;
  • -orphans and children left without parental care;
  • -ethnic Kyrgyz;
  • -children of persons who died as a result of the events that occurred on March 17-18, 2002 in the Aksy district of the Jalal-Abad region, in April-June 2010 and April 2021;
  • – persons with kairylman status.

Digitized documents confirming that the applicant belongs to the above categories must be attached to the AIS and supporting documents are provided to the OshTU admissions committee.

The Grant Commission of OshTU on a competitive basis distributes quotas in areas of training and specialties based on the personal applications of applicants. An application can be submitted to participate in a competition for a field of study or specialty for which the university has been allocated grant places. In case of incomplete demand for quotas intended for the above categories, they can be distributed on general terms among other applicants in the last round of selection and admission by the decision of the OshTU grant commission.

5.15. Outside of competition, grant places are awarded to:

  • -applicants who scored the highest scores in the current calendar year according to the results of the main GRT test, for any specialties and areas of training implemented at OshTU. The number of grants for enrollment of this category of applicants should not exceed 50. Enrollment of applicants of this category is carried out by the authorized body based on the personal applications of applicants;
  • -applicants who took 1st place, 2nd place, or 3rd place in the Republican Olympiad for schoolchildren in the current calendar year or are winners of international Olympiads, in specialties and directions with which the subject of the Olympiad coincides, at the choice of applicants, subject to their participation in GRT and receiving points, equal to or higher than the threshold score;
  • -applicants who are winners who took 1st place and prize-winners who took 2nd and 3rd places in the republican competition “Intellectuals of the 21st Century” of the current year, in specialties and areas of technical profile with which the nomination of the competition coincides, at the choice of applicants, subject to their participation in GRT and receiving scores equal to or above the threshold score;
  • – applicants who have an “Altyn Tamga” certificate, subject to their participation in GRT and receiving scores equal to or higher than the threshold score;

5.16. If the scores are the same, preference will be given (subject to supporting documents):

  • -an applicant who has the sports title “Master of Sports of the Kyrgyz Republic”, “Master of Sports of the Kyrgyz Republic of International Class”;
  • – applicants who have completed compulsory military service;
  • -an applicant who has a state certificate from the authorized state body for the state language, taking into account the Kyrgyztest system on the level of proficiency in the state language;
  • – an applicant who has higher scores on the GRT profiling subject test. Digitized documents confirming that the applicant belongs to the above categories must be attached to the AIS and supporting documents are provided to the OshTU admissions committee.

5.17. Members of the OshTU grant commission draw up a protocol for the number of applications submitted. The OshTU Grant Commission signs a protocol for calculating the percentage of social categories of applicants participating in the competition for OshTU specialties, specified in the Instructions on the categories of applicants and the percentage distribution of state educational grants for them (appendix).

5.18. Lists of applicants recommended for admission must be posted in the AIS, on the website, and stands of OshTU no later than 10 a.m. following the last day of registration.

5.19. An applicant recommended for admission to OshTU must confirm his desire to study at OshTU by 16.00 on the 6th calendar day of each round by providing the following documents to the admissions committee:

  • -passport or birth certificate (copy);
  • – original GRT certificate;
  • – original certificate of secondary general education, diploma of secondary vocational education, or its duplicate;
  • -military ID or registration certificate (copy);
  • – appropriate number of photographs.

It is allowed to enroll applicants as students based on the results of the GRT after submitting documents electronically through the AIS. The applicant must submit the original documents to the OshTU admissions committee by August 30. (As amended by the resolution of the Cabinet of Ministers of the Kyrgyz Republic dated August 1, 2022 No. 425, February 28, 2023 No. 106).

5.20. A list of applicants who have confirmed their desire to study at OshTU, signed by the chairman of the OshTU grant commission, is sent to the ITS to confirm the accuracy of the points scored by applicants after the end of all enrollment rounds. ITS confirmation is given within 2 calendar days.

5.21. The list of applicants confirmed by the NTS is transferred to the OshTU administration for the preparation of orders for the admission of applicants.

5.22. If the admission procedure is violated, the applicant has the right to appeal to the authorized body within 3 working days. 

Chapter 6. Organization of targeted admission of applicants

6.1. Applicants – citizens of the Kyrgyz Republic who participated in the GRT of the current year and received scores equal to or above the established threshold score, and who have a direction to study (indicating the direction of training/specialty), signed by the head of the local government body – are allowed to compete for targeted places on a grant basis., local state administration (for medical specialties in agreement with the head of the territorial health care organization). Applicants who participate in the competition for targeted admission and score the highest number of points are recommended for admission. The authorized body may establish a separate threshold score for this category of applicants.

6.2. The number of places for targeted admission on a grant basis is established by the authorized body within the approved admission plan for each area of ​​training and specialty.

6.3. The number of targeted places on a grant basis cannot be increased during the acceptance of documents and selection and enrollment rounds.

6.4. With applicants admitted to targeted places on a grant basis, a tripartite agreement on mandatory assignment to work is concluded between the student, OshTU, and the local government or local state administration.

6.5. Persons who did not pass the competition for targeted places on a grant basis can participate in the general competition for any form of education.

6.6. Targeted places on a grant basis that remain vacant in the last round of selection and enrollment are provided to persons participating in the general competition.

6.7. Employers have the right to order targeted training of specialists in educational organizations of the republic under contracts with payment of the cost of training at their own expense.

6.8. The conditions for targeted training under a contract with payment of tuition fees are determined by an agreement concluded between the employer and the student.

Chapter 7. Mechanism for selection and enrollment in training under a contract with payment of tuition fees

7.1. A competition for the enrollment of applicants for all forms of training under a contract with payment of tuition fees is held based on the results of the GRT of the current year through the AIS twice a year. Winter admission is carried out through AIS based on the results of GRT of the previous year. Applicants who have received scores on the main test equal to or higher than the threshold score determined by the authorized body are allowed to participate in the competition.

7.2. The competition is held without taking into account the categories of applicants established for applicants applying for a state educational grant; applicants with the highest scores are recommended for admission. The authorized body annually approves the number and schedule of rounds of selection and enrollment of applicants based on the results of the GRT of the current year. The rules for selection and enrollment in all rounds are identical. If there are vacancies after the last round, the admissions committee recommends the next ranked list of applicants for admission.

The rules for participation in the competition for selection and enrollment under an agreement with payment of tuition fees through the AIS, the periods (times) of registration, and confirmation by applicants in the AIS of their desire to study are identical to the rules and periods (times) of registration and confirmation established for participation in the competition for grant training.

7.3. Applicants who have not passed these tests but have scores on the main test equal to or higher than the threshold are also allowed to compete for places under a contract with payment of tuition fees in specialties and areas that require additional subject tests. When enrolling in these specialties, priority is given to applicants who have the results of subject tests; applicants based on the results of the main test are recommended for the remaining places.

7.4. Outside the competition, if there is a score corresponding to a positive assessment, the following are enrolled in places under an agreement with payment of the cost of training (if supporting documents are available):

  • – children
  • – orphans and children left without parental care;
  •  – persons with disabilities who, according to the conclusion of a medical and social examination, are not contraindicated for studying at a university in their chosen field of study and specialty;
  • – winners of international and republican Olympiads (who took 1-3 places this year) in areas and specialties in which the subject of the Olympiad is a core subject;
  • -applicants who are winners who took 1st place and prize-winners who took 2nd and 3rd places in the republican competition “Intellectuals of the 21st Century” of the current year, in specialties and areas of technical profile with which the nomination of the competition coincides, at the choice of applicants, subject to their participation in ORT and receiving scores equal to or higher than the threshold score;
  • – applicants who have an “Altyn Tamga” certificate, subject to their participation GRT and receiving scores equal to or higher than the threshold score.

7.5. Under other equal conditions, priority rights when entering OshTU are enjoyed (subject to the availability of supporting documents):

  • -applicants who have the sports titles “Master of Sports of the Kyrgyz Republic”, “Master of Sports of the Kyrgyz Republic of International Class”;
  • – persons who have completed compulsory military service;
  • – persons who have a state certificate from an authorized state body for the state language, taking into account the Kyrgyztest system on the level of proficiency in the state language;
  • -applicants with higher scores on the ORT subject test.

Digitized documents confirming that the applicant belongs to the above categories must be attached to the AIS and supporting documents are provided to the OshTU admissions committee.

7.6. OshTU conducts entrance tests exclusively:

  • – for applicants entering areas of training and specialties that do not require GRT results;
  • – for applicants – foreign citizens.

7.7. Entrance tests can be conducted simultaneously with the selection rounds of applicants based on ORT results.

7.8. The OshTU admission rules determine the list of entrance examination subjects.

7.9. Entrance tests are conducted according to programs corresponding to the curricula of secondary general education.

7.10. Dates for entrance tests at OshTU: summer admission – from July 1 to August 25; winter reception – from December 20 to February 15.

Dates for admissions tests for foreign citizens: as part of summer admission – from August 1 to December 1; as part of the winter reception – from December 20 to March 20. The timing of entrance examinations for foreign citizens may be extended by the authorized body in case of force majeure circumstances arising in the Kyrgyz Republic or foreign countries (natural disasters, epidemics, martial law, fires, emergencies). (As amended by the resolutions of the Cabinet of Ministers of the Kyrgyz Republic dated August 1, 2022 No. 425, November 30, 2022 No. 665, February 28, 2023 No. 106).

7.11. The schedule of entrance and certification tests (subject, date, time, examination group and place of the examination, consultations, date of announcement of results) is approved by the chairman of the admissions committee or his deputy and brought to the attention of applicants no later than June 20 and December 15 (for winter admission). The names of the chairmen of the examination commissions and examiners are not indicated in the schedule of entrance examinations and certification tests.

7.12. Persons who pick up documents after the completion of document acceptance are eliminated from the competition.

7.13. Persons who did not appear for the entrance test for a valid reason (illness, death of loved ones, documented) are allowed to appear in parallel groups at the next stage of the entrance test or individually until they are completely completed.

7.14. Admission to study at OshTU under an accelerated program is carried out based on re-certification (re-credit) of the learning results of individual disciplines and other educational activities completed while receiving higher or secondary vocational education. Recertification (re-credit) of learning results is carried out by OshTU independently.In this case, the period of study when implementing accelerated programs is determined based on the results of re-certification (re-credit) in whole or in part of the learning results in individual disciplines (modules) and (or) individual practices mastered (passed) by the student when receiving secondary vocational education and (or) higher education in another educational program.

7.15. The competition for training in master’s programs is held based on applications from citizens based on the results of entrance examinations. (As amended by Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated February 28, 2023 No. 106).

Chapter 8. General rules for conducting entrance tests at OshTU

8.1. Entrance tests can be conducted in the form of an exam (oral or written), testing (form or computer), or interview. The form of entrance examinations (online, offline) is established by OshTU. (As amended by Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated February 28, 2023 No. 106).

8.2. For conducting entrance examinations, OshTU can use test tasks from organizations specializing in the field of assessment using modern testing methods, based on agreements concluded with them. Test tasks, tickets for oral exams, and tasks for written exams, developed by subject commissions of OshTU, must comply with the program of secondary general education.

8.3. Packages of test tasks, tickets for oral exams, and tasks for written exams and the keys (answers) to them must be kept by the chairman of the admissions committee in sealed envelopes, which are opened immediately before the test (exam).

8.4. The length of the test or written exam is determined by the university.

8.5. Admission of applicants to entrance examinations is carried out with a passport or other identification document.

8.6. Before the start of the entrance examination, members of the examination committee are briefed on the rules of the examination.

8.7. During entrance exams, applicants are prohibited from:

  • -bring and use textbooks, notebooks, notes, mobile phones, electronic notebooks, and other means of storing information;
  • – talk or change seats without the permission of the examiners;
  • – exchange exam papers, answer forms, and notes.

In case of repeated violation of the requirements for the procedure for conducting entrance examinations, the applicant may be disqualified and not admitted to the next exam. Disqualification is formalized by an appropriate act, certified by the signatures of members of the examination committee.

8.8. When an applicant submits a completed test task, members of the commission check the correspondence of the option number on the answer form and the test task, the absence of corrections, marks on the answer form, and filling out the forms with a ballpoint or gel pen.

8.9. The presence of unauthorized persons at the entrance exams is prohibited.

8.10. At the end of the exam, tests, answer forms, and examination sheets are handed over to the responsible secretary of the admissions committee.

8.11. The executive secretary, together with members of the admissions committee, encrypts written work or answer forms, putting a code on the examination sheet and answer form.

8.12. Examination sheets remain with the executive secretary and are stored in a sealed safe, and answer forms are handed over to members of the examination committee for verification, and their verification is permitted only at the university. Persons not related to this entrance test are not allowed to take the test.

8.13. Examination papers are checked on the same day, immediately after encryption is completed.

8.14. When checking examination papers, you must adhere to the following rules:

  • – answers filled in with a pencil are not counted;
  • – if an applicant fills in two answer options, the answer to this question is not counted;
  • -on the answer forms, next to the assigned points, a signature must be placed and the name of the examiner must be indicated;
  • -if a signature is found on the answer forms or any inscriptions not related to the work, the test tasks are checked by two examiners.

8.14. During computer-based testing, questions and answers are displayed on a computer monitor. The test ends when all questions are exhausted or the time allotted for the test has expired. The test result is recorded in an electronic protocol. The fact of familiarization with the test results is confirmed by the applicant’s signature on the testing sheet and is recorded in the examination sheet.

8.15. The minimum threshold score that entitles an applicant to participate in the competition is set by the university in advance and cannot be less than 40 percent of the maximum possible number of points.

8.16. The list of applicants recommended for enrollment under a contract with payment of tuition fees must be posted no later than 10 a.m. the next day after the exam.

8.17. Written works of persons enrolled in OshTU are filed in their files or electronically (digitally) entered into the student database. The written work of rejected applicants is stored for six months; after which it is destroyed. 

Chapter 9. General rules for filing and considering an appeal

9.1. Based on the results of the entrance or certification test, the applicant has the right to submit a written appeal to the appeal commission about a violation, in his opinion, of the established procedure for conducting the test and/or disagreement with its results (hereinafter referred to as the appeal).

In the case of a written test, the applicant can familiarize himself with his work.

9.2. Reviewing an appeal is not a retake of the exam. During the consideration of the appeal, only the correctness of the assessment of the results of passing the entrance test is checked.

9.3. The appeal is submitted by the applicant personally the next day after the announcement of the exam grade. The Admissions Committee accepts appeals throughout the working day.

9.4. The applicant has the right to be present during the appeal hearing. The applicant must have with him an identification document and an examination sheet.

9.5. One of the parents or legal representatives has the right to be present with a minor applicant (under 18 years of age), except for minors recognized by the law as fully capable before reaching adulthood.

9.6. After considering the appeal, the appeal committee decides on the assessment of the exam.

9.7. If disagreements arise, a vote is held in the appeal commission and the decision is approved by a majority vote. The decision of the appeal commission, documented in the protocol, is brought to the attention of the applicant (under signature).

Chapter 10. Enrollment in OshTU

10.1. Admission of applicants to the number of OshTU students for all forms of education is carried out if they have the original document on education or its duplicate.

When enrolling in a master’s program for correspondence courses and accelerated training programs based on secondary vocational education in the relevant profile, graduates of pedagogical areas of training and specialties who studied on a grant or budgetary basis provide a copy of a diploma of basic higher vocational education (bachelor) or a diploma of secondary education vocational education, certified by the educational institution that issued it, and a certificate from the educational institution about training on a grant or budget basis and assignment to work.

It is allowed to enroll applicants as students based on GRT results after submitting the following documents to the AIS electronically:

  • -passport or birth certificate;
  • – GRT certificate;
  • – certificate of secondary general education, diploma of secondary vocational education, or its duplicate;
  • – military ID or registration certificate.

At the same time, the applicant must submit the original documents and the corresponding number of photographs to the admissions committee of OshTU by August 30. (As amended by the resolutions of the Cabinet of Ministers of the Kyrgyz Republic dated August 1, 2022 No. 425, February 28, 2023 No. 106).

10.2. Admission of applicants to the number of students based on the results of GRT is carried out in the presence of an original certificate of test results. The GRT results of applicants who have confirmed their desire to study at OshTU by submitting the necessary documents to the admissions committee must be confirmed by the ITS before enrollment.

10.3. Admission of applicants to the number of OshTU students for all forms of education, for places under a contract with payment of tuition fees, is carried out based on the results of summer admission until August 25, based on the results of winter admission until February 15. Enrollment of applicants from among foreign citizens into the number of OshTU students for all forms of education, for places under a contract with payment of tuition fees, is carried out based on the results of summer admission until December 1, based on the results of winter admission until March 20. The deadline for enrollment of applicants from among foreign citizens may be extended by the authorized body under force majeure circumstances arising in the Kyrgyz Republic or foreign countries (natural disasters, epidemics, martial law, fires, emergencies). 10.4. Students of pre-university training units are admitted to OshTU on a general basis.

10.5. Persons who did not appear for the entrance examination without good reason, as well as those who received an unsatisfactory grade, do not participate in the competition and are not enrolled in OshTU.

10.6. The order(s) for admission based on the results of the competition, indicating the number of points scored in the entrance examinations or ORT, is published on the official website of OshTU and posted on the information stand of the admissions committee.

10.7. If, during an inspection carried out in the manner of supervision by an authorized body, facts of competition and unlawful admission of an applicant are revealed, including based on false information about the GRT results provided by him, the student is subject to expulsion in the prescribed manner.

Chapter 11. Presentation of information and control

11.1. OshTU submits final admission data to the authorized body within the following time limits:

  • – for training on a grant basis – until September 30;
  • – for tuition on a paid basis based on the results of summer admission – until December 10; based on the results of winter admission – until March 30. (As amended by Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated February 28, 2023 No. 106).

11.2. Control over the work of the OshTU admissions committee is carried out by the authorized body.

  1. Applicants (except for applicants entitled to non-competitive admission) applying for grants are divided into the following categories:
  • – applicants are graduates of general education organizations and educational organizations of secondary vocational education in the mountains. Bishkek;
  • – applicants – graduates of general education organizations and educational organizations of secondary vocational education of regional centers (the cities of Osh, Jalal-Abad, Naryn, Batken, Karakol, Talas) and small cities (Balykchy, Cholpon-Ata, Kara-Balta, Tokmok, Kant, Kara-Balta) Kul, Kara-Suu, Kyzyl-Kiya, Mailuu-Suu, Sulyukta, Uzgen, Razzakov, Kok-Yangak, Tash-Kumyr, Shopokov, Toktogul, Min-Kush village);
  • – applicants are graduates of general education organizations located in rural areas;
  • – applicants are graduates of general education organizations located in the high mountain zones of the Kyrgyz Republic.
  1. The percentage of categories of applicants is calculated by the grant commission of a higher educational institution for each specialty, after the end of registration in each round, except for the category of applicants participating in the competition for targeted places, as well as applicants on benefits, according to the following formula:

Прием абитуриентов и оформление документов осуществляется дистанционно через единую сеть интернет Министерства образования Кыргызской Республики https://2020.edu.gov.kg/spuz/ с помощью автоматизированной информационной системы.

Даты отбора абитуриентов на 2024-2025 учебный год будут объявлены через единую сеть интернет.

Срок обучения по всем специальностям:• на базе общего среднего образования (11 класс) – 1 год и 10 месяцев.(специальность «Архитектура» – 2 года 6 месяцев);• заочное обучение – 2 года и 4 месяца.• на базе основного общего образования (9 класс) – 2 года 10 месяцев(специальность «Архитектура» – 3 года и 6 месяцев);

Глава 9. Общие правила подачи и рассмотрения апелляции

9.1. По результатам вступительного или аттестационного испытания абитуриент имеет право подать в апелляционную комиссию письменное апелляционное заявление о нарушении, по его мнению, установленного порядка проведения испытания и/или несогласии с его результатами (далее – апелляция).

В случае проведения письменного испытания, абитуриент может ознакомиться со своей работой.

9.2. Рассмотрение апелляции не является пересдачей экзамена. В ходе рассмотрения апелляции проверяется только правильность оценки результатов сдачи вступительного испытания.

9.3. Апелляция подается абитуриентом лично на следующий день после объявления оценки по экзамену. Приемная комиссия обеспечивает прием апелляций в течение всего рабочего дня.

9.4. Абитуриент имеет право присутствовать при рассмотрении апелляции. Абитуриент должен иметь при себе документ, удостоверяющий его личность, и экзаменационный лист.

9.5. С несовершеннолетним абитуриентом (до 18 лет) имеет право присутствовать один из родителей или законных представителей, кроме несовершеннолетних, признанных в соответствии с законом полностью дееспособными до достижения совершеннолетия.

9.6. После рассмотрения апелляции выносится решение апелляционной комиссии об оценке по экзамену.

9.7. При возникновении разногласий в апелляционной комиссии проводится голосование и решение утверждается большинством голосов. Оформленное протоколом решение апелляционной комиссии доводят до сведения абитуриента (под подпись).
