History of IUITE OshTU

International Uzgen Institute of Technology and Education named after Academician B. Murzubraimov OshTU (IUITE OshTU ) was established in 1995 as the Uzgen branch of the Osh Technological University. By decision of the Board of the Ministry of Education and Culture of the Kyrgyz Republic No. 2/7 of March 25, 2002, and an order from the OshTU rector. The Uzgen branch of OshTU was renamed the Uzgen Institute of Technology and Education of OshTU . In 2006, by order of the OshTU rector , it was transformed into a college. In 2007, it was again transformed into an institute. That same year, by decision of the Board of the Ministry of Education and Science of the Kyrgyz Republic , the Uzgen Institute of Technology and Education was named after its founder, Academician B. Murzubraimov . In 2016, by decision of the OshTU Academic Council The Uzgen Institute of Educational Technology of OshTU has been transformed into the Uzgen College of Technology and Education of OshTU . And in 2019, the Uzgen College of Technology and Education of OshTU by the decision of the academic council and the order of the rector of OshTU was transformed into the international Uzgen Institute of Technology and Education named after academician B. Murzubraimov OshTU .

In the 2025/2026 academic year, IUITE OshTU has a total of 69 employees . The teaching staff consists of 48 people, 45 of whom are full-time ; 3 are part-time ; and 17 are administrative and management personnel.

The educational institution currently employs 2 doctors of science, professors, 4 candidates of science, associate professors , 2 honored teachers of the Kyrgyz Republic, more than 20 teachers have been awarded the “Excellent Education Worker of the Kyrgyz Republic” badge.

The institute has a sports club, ” Shumkar ,” which hosts various sporting events. Students participate in various district, regional, national, and international sporting competitions. Our students also train with other sports clubs in Uzgen and the Uzgen district.

The Student Council operates in accordance with a plan developed and approved by the Institute administration and other organizations. The Student Council provides students with legal, social, and material support and organizes cultural events, including competitions, debates, roundtable discussions, gala evenings, and sports competitions. The Institute’s Student Council maintains connections with other student councils at various educational institutions and youth councils. They independently organize community service days and actively participate in social and cultural events in the district.

Administrative and management activities

In its activities, IUITE OshTU is guided by the Constitution of the Kyrgyz Republic, the Law of the Kyrgyz Republic “On Education”, Decrees of the President of the Kyrgyz Republic, Resolutions and Decisions of the Government of the Kyrgyz Republic, other regulatory legal acts of the Ministry of Education and Science of the Kyrgyz Republic and the Charter of IUITE OshTU .

In 2017, 2019, 2022, 2024, IUITE OshTU passed independent accreditation in specialties according to appendices.

Mission of IUITE OshTU

Accessibility of vocational education for the population, reproduction of qualified specialists in demand by the labor market, training of specialists with a deep knowledge of foreign languages and new information technologies.

 

The main goals and objectives of IUITE OshTU

 

Objective: to create at the institute the necessary conditions and effective mechanisms to ensure the training of qualified workers, employees and mid-level specialists in accordance with the needs of society and the state, as well as to satisfy the needs of the individual for intellectual, cultural and professional development.

Tasks :

  • updating the content and technologies of education in accordance with the educational needs of the population and promising trends in the labor market;
  • formation of an infrastructure of educational services that ensures territorial accessibility of high-quality educational services;
  • formation of a range of flexible professional educational programs aimed at meeting the needs of employers in the city of Uzgen and the Uzgen region for qualified personnel;
  • implementation of new educational programs;
  • development of public-private partnership instruments;
  • ensuring the relationship between the institute and the real sector of the economy;
  • increasing the investment attractiveness of the institute;
  • organizational, structural and territorial optimization of the institute;
  • implementation of tools for assessing the quality of education, including certification of graduates based on interaction with employers;

Academic Council of the Uzgen Institute of Technology and Education name

Academician B. Murzubraimov OshTU

All decisions and regulations regarding the management of educational, research and other activities are made by the Institute’s Academic Council.

The Academic Council, under the director’s leadership, is the institute’s main governing body. It consists of 16 members. The Academic Council is established in accordance with the “Regulations on the Academic Council of Higher Education Institutions” of the Ministry of Education and Culture of the Kyrgyz Republic (Order No. 70/1 of the Ministry of Education and Culture of the Kyrgyz Republic dated February 14, 2000). Meetings of the Academic Council are held as scheduled once per quarter, or more frequently if necessary, on average 4-5 times per academic year.

The Human Resources Department is a structural subdivision of the Institute. In its activities, the Department is guided by the current legislation of the Kyrgyz Republic on labor and education, other legislative and regulatory acts of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, orders, regulations, and instructions, other governing documents of the Ministry of Education of the Kyrgyz Republic, and the Charter of the International Uzgen Institute of Technology and Education named after Academician B. The work of the HR department is organized and directed towards the development and implementation of effective HR work in order to ensure the highest quality of the faculty and other categories of employees of the institute.

Flexible and timely maintenance of an optimal staffing structure that best meets the current goals and objectives of the institute.

The department ensures compliance with legislative regulations and legal acts on personnel matters.

Implements modern methods of personnel management using automated subsystems and automated workstations for personnel officers.

Recruits personnel in accordance with the goals, strategy and profile of the institute, and the existing external and internal conditions of its activities.

Organizes production and direct development of local legal acts in the main areas of the institute’s activities.

Conducts work on developing proposals to improve management at the institute, to determine the rights and responsibilities of officials, faculty, and the appointment of structural divisions of the institute.

Organizes the selection and placement of personnel based on an assessment of their qualifications, personal and business qualities, as well as the hiring, transfer and dismissal of employees of the institute.

Oversees the preparation and implementation of vacation schedules.

Organizes control over the institute’s employees’ compliance with labor discipline and internal labor regulations.

Signs official (business) documents within the limits of his competence.

Conducts work on the preparation of orders on enrollment, transfer, expulsion, assignment of scholarships to students, admission to the State Academic Examination, assignment of qualifications to graduates based on reports, department heads and personal statements of students, in accordance with the legislation of the Kyrgyz Republic on education, making appropriate entries in the personal files of students.

Receives personal files of first-year students. Creates personal files for students transferred from another educational institution and manages subsequent progress.

Strictly adheres to the procedure for maintaining the database “AVN”, “ISUO”, “e- Kyzmat ” for personnel and students of the institute.

The archivist has the right:

  1. require employees of structural divisions and regional offices to transfer documents to the archive in a timely manner in accordance with the procedure established by the Law of the Kyrgyz Republic “On the National Archival Fund of the Kyrgyz Republic”;
  2. monitor compliance with the rules for working with documents in structural divisions, regional divisions – employees;
  3. request information necessary for the work of the archive from employees of structural divisions and regional offices;
  4. one month from the date of submission of documents from employees, as well as before leaving on a business trip, vacation, etc., request their transfer to the archive (archival documents marked “secret” and “top secret” are not given to employees, they can be viewed in the office of the first sector);

The main tasks of the accounting department of IUITE OshTU are:

  • systematic formation of complete and reliable information on the activities of entities and its dissemination to internal and external users of financial statements;
  • preparation of financial statements in accordance with the requirements of this Law and IFRS in force at the time of preparation of the financial statements;
  • providing information for the preparation of other types of reports stipulated by the legislation of the Kyrgyz Republic;
  • providing information to monitor compliance with the legislation of the Kyrgyz Republic when conducting business transactions by entities;
  • adoption of accounting policies and their consistent implementation;
  • the existence and functioning of the internal control system.

The United Trade Union Committee of the International Uzgen Institute of Technology and Education named after Academician

  1. Murzubraimova OshTU

United Trade Union Committee of the Uzgen Institute of Technology and Education named after Academician B. Murzubraimov OshTU is a public organization of faculty, staff, graduate students, and undergraduate students. The main goal of the joint trade union committee is to improve the quality of educational, cultural, and research work, as well as the health, living conditions, and leisure activities of its members.

The IUITE Joint Trade Union Committee provides financial support for cultural, recreational, and sporting events organized by the Institute’s Youth Committee. Most importantly, it provides social support to students, faculty, and other staff, and works to protect their rights. The Joint Trade Union Committee works in conjunction with elected members of the institution’s associations and departments. Staff and students have the right to join the Joint Trade Union Committee by completing an application form.

The IUITE Trade Union Committee represents the interests of employees, faculty, and students in the areas of labor, everyday life, leisure, and culture. The trade union committee consists of 76 members. A collective agreement was concluded between the trade union organization on behalf of the workforce and the IUITE administration. According to this agreement, members are obligated to perform work in accordance with the internal labor regulations, i.e., according to a specific profession, qualification, and position, while the administration is obligated to pay them wages on time and provide work under the working conditions stipulated by the Labor Code of the Kyrgyz Republic. The trade union committee actively participates in the celebration of calendar holidays: “Day of the Elderly,” “Teacher’s Day,” “New Year,” “March 8,” “Independence Day of the Kyrgyz Republic,” ” Nooruz ,” “May 9,” “Student Initiation Ceremony,” and “International Students’ Day.”

Every year, the IUITE trade union committee organizes New Year’s balls, matinees, and gifts for the children of employees and teachers.

Women’s Council of the Institute

The Women ‘s Council is a collegial advisory body within the trade union committee. Its main goal is to assist in organizing educational work with students, to promote the interests of women and children of employees, to enhance the role of women in the socio-political, economic, social, and cultural life of the Institute, and to prepare questions and proposals for the IUITE administration within the scope of the Women’s Council’s purview.

The regulations for the IUITE Women’s Council were developed and approved by the IUITE Academic Council. They outline the general provisions, objectives, rights, and powers of the Women’s Council, and define its operating procedures. Its activities are focused on assisting the IUITE administration, faculties, departments, and other structural units in organizing and conducting educational work, fostering in women a desire for knowledge and a strong tolerance for any negative attitudes, and implementing measures to provide legal and social protection for female employees, students, and workers, as well as their families.

At the International Uzgen Institute of Technology and Education of OshTU, the chairperson of the women’s council , G.Zh. Ismanova , and her members work together with female students of the institute.

The Women’s Council carries out the following types of work:

  • reading a report on the topic: “Woman – the decoration of the universe” (about women’s ethics and women’s character);
  • publication of a congratulatory wall newspaper with greetings for March 8;
  • holding a meeting on the topic: “A healthy nation through a healthy mother” on December 1 – World AIDS Day – with doctors, mothers, and public figures.

 

Alumni Association

Association of Alumni of the International Uzgen Institute of Technology and Education named after B. Murzubraimov Osh Technological University (IUITE) is a voluntary public organization created to implement the activities of students and graduates of secondary vocational educational institutions, formed on the basis of self-government.

The regulations on the alumni association of the International Uzgen Institute of Technology and Education were developed and approved by the academic council of the institute.

It establishes the general status of the alumni association, its rights and obligations, as well as its operating procedures.

The goals of the alumni association are to strengthen solidarity between all generations of IUITE graduates, improve communication, develop intellectual potential, train those in demand in the labor market, and effectively build the institute’s potential.

To achieve its goals, the alumni association addresses the following tasks:

  • IUITE promotes the improvement of the quality of education, intellectual and cultural level, as well as the improvement of personal qualities;
  • promotes the development of the educational process and effective forms of scientific research at IUITE;
  • promotes employment of graduates, ensures coordination and implementation of mutual interests of educational institutions, public organizations, state authorities and local governments;
  • to facilitate and organize alumni meetings;
  • assistance with career guidance;
  • IUITE’s information and legal base. Creates and develops collective forms of advertising services.
  • All IUITE graduates can become members of the association.
  • Members of the alumni association have the right to:
  • in managing the alumni association, develop long-term and current action plans, be elected to the elected bodies of the alumni association and participate in elections;

The department was established by order of the director on September 1, 2016. Instruction is provided by highly qualified specialists, distinguished students of the Kyrgyz Republic, including candidates of science, professors, and associate professors. Students study in classrooms, research laboratories, and training rooms at the B. Murzubraimov IUITE’s facilities and equipment . Graduates of the institute can work in government agencies that use computers and computer technology, at specialized software development companies, as economists in all sectors of energy and electricity supply, as teachers in secondary schools and vocational schools, as lawyers, as passport office specialists, as assistant investigators, as inquirers, as HR specialists, as notary assistants, and more.

The Department of Economics and Management was established in 1997 by order of the OshTU Rector No. 09-01/92 dated June 23, based at OshTU. The purpose of this department was to train specialists in economics and management for higher education, majoring in 521603 “Finance and Credit,” in accordance with the requirements of the State Educational Standard of Higher Professional Education of the Kyrgyz Republic. The department’s faculty has published three monographs and over one hundred research articles. In the Uzgen branch of OshTU, for the first time, by order of the rector of OshTU No. 09-01/83 dated 10.21.96, two departments were organized: the department of natural and general professional disciplines ( head of the department Abdygaparov Kh.T., and since December 1996 Ramankulov M.); Department of Social and General Humanitarian Disciplines ( Head of Department Abdulatov A.).

In September 1997, two departments were organized on the basis of the Department of Natural and General Professional Disciplines: the Department of Engineering and Technological Disciplines ( Head of the Department Ramankulov M.); Department of Physics, Mathematics, Computer Science and Graphics ( Head of Department , Candidate of Physical and Mathematical Sciences, Associate Professor Turmashev E.). On the basis of these departments, at the beginning of the 1998-99 academic year (August 1998), the Department of Applied Mechanics and Computer Science was organized ( Head of Department Ramankulov M.). The staff of this department conducted classes in the disciplines of mechanics ( Adanbaev U., Smailov E.A., Ramankulov M.), computer science ( Manapbaev I., Moldaliyev K.) and applied mathematics ( Ramankulov M.).

In 2000, admission to specialty 552801.04, “Software for Computers and Automated Systems,” began. The Department of Applied Mechanics and Computer Science graduated two engineers in the “Software for Computers and Automated Systems” specialty between 2005 and 2006.

At the beginning of the 2005-2006 academic year, the Department of Applied Mechanics and Computer Science was additionally assigned mathematical disciplines and was renamed the Department of Mathematics and Computer Science.

In November 2006, due to the transfer of some specialties to the parent university, the Department of Mathematics and Computer Science was merged with the Department of Engineering and Technical Disciplines and Graphics and renamed the Department of Mathematics, Computer Science, and Engineering Disciplines (Head of Department U. Adanbaev ). The department was assigned the specialties “POVTAS” and “Technical Maintenance and Repair of Motor Transport” (“TORAT”). In September 2012, due to the termination of training in technical specialties (OBD, EESS), the Department of Mathematics and Computer Science was created (Heads of Department Z. Zulpuev , B. Since 1998, our educational institution has been training in the following specialties: English language and literature, Kyrgyz language and literature, history, and primary education teaching methods. In 2000, three departments were organized on the basis of this department: the Department of Social Sciences, the Department of Language Disciplines, and the Department of Pedagogy and Methodology of Primary Education.

Since 2006, in connection with the transfer of our students in the pedagogical specialty to other universities, departments were merged and the Department of Pedagogy and Language Disciplines was organized and it was headed by PhD , Associate Professor  Ergeshova S.B.

Currently, the department’s faculty trains secondary vocational education specialists in the fields of primary school teacher and preschool teacher. The Department of Pedagogy and Language Disciplines serves as a core faculty for these specializations. This department is a center for training scholars in philology in southern Kyrgyzstan under the supervision of Professor K. Z. Zulpukarov , Doctor of Philosophy . Short-term courses

Applicants admitted to our institute have the opportunity to obtain additional specializations, regardless of their chosen profession, on a contract basis in short-term courses in the following specializations:

  4. Fireman (training period 2 months)
  5. Culinary courses (duration of training: 2 months)
  6. Russian language courses (1 year of study)

At the institute, students studying on a contract basis have the opportunity to save 50-80% compared to students in Osh, Bishkek, and other cities. The institute has a dormitory with all the necessary amenities.

Benefits

Tuition can be paid in two installments: half by December, the other half by May 1. Winners of the Republican Olympiad in core subjects who took 1st, 2nd, or 3rd place, orphans without guardians under 18, and individuals with disabilities of groups 1 and 2 are exempt from additional exams. Admission to state-funded education is based on the admissions rules .

Students who are publicly funded and actively participate in community activities and who pass their exams with honors receive a stipend. Excellent academic students also receive the Academician B. Murzubraimov Stipend .
