OshTU Academic Council
The Academic Council of the Adyshev M. M. Osh Technological University, as an elected public-professional governing body, makes a significant contribution to the development of the university and the formation and development of the democratic foundations of the Osh Technological University’s management. The Academic Council, developing together with the university and annually replenishing its membership with scholars holding academic degrees and titles, plays a vital role in determining the main directions of the university’s educational and scientific activities, solving problems related to improving the quality of education, and contributing to the solution of all tasks at a high professional level. The Academic Council carries out its activities in accordance with the “Regulations on the Academic Council of Higher Education Institutions of the Kyrgyz Republic” the “Regulations on the Procedure for Filling Positions of Teaching Staff at Higher Education Institutions of the Kyrgyz Republic,” approved by Decree No. 346 of the Government of the Kyrgyz Republic dated May 29, 2012, the Charter of Osh Technological University, and the regulations of its work approved at the first meeting of the Academic Council.
The main functions and tasks of the Academic Council are provided for in paragraph 2 of the “Regulations on the Academic Council of Higher Education Institutions of the Kyrgyz Republic.”
All prospective plans and work plans of the university and its departments for the academic year, as well as the work plans of the Academic Council itself, after being developed by the relevant services, are submitted to the Academic Council for consideration and approval. Competitive elections are held according to an approved schedule to fill vacant and permanent positions in the university’s teaching staff.
The Academic Council of OshTU also considers issues related to changes in the structure of the university and its management, the reorganization and renaming of the university’s structural divisions, the approval of dissertation topics for OshTU applicants and graduate students, and the granting of creative leave for the completion of dissertations or the writing of textbooks or teaching aids. The decisions of the university’s Academic Council are approved by orders of the rector based on reports from the academic secretary.
In addition, the Academic Council approves internal university regulations, provisions, and resolutions on various issues, and approves the composition of various public commissions and the provisions governing their activities.
In a narrower sense, issues related to educational, teaching, and scientific work are considered by the standing commissions of the Academic Council: the Methodological Council, the Scientific and Technical Council, the working committees of the Academic Council, and the university’s competition commission.
The composition of the Academic Council is formed in accordance with paragraph 4 of the above-mentioned provision.
Meetings of the Academic Council of OshTU are held, according to the regulations, once a month, 8-10 meetings per year, according to the work plan of the Academic Council developed and approved at the beginning of the academic year.
Most of the meetings of the Academic Council are open, and all interested parties whose activities are related to the agenda of the next meeting, heads of departments, and heads of various university services are invited to attend.
Effectiveness of the Academic Council’s decisions. All decisions and resolutions of the Academic Council are approved by the rector of OshTU, and based on the reports of the academic secretary, orders are issued by OshTU, copies of which are distributed to the relevant departments.
