    Human resources department

    The HR department is a structural unit of the university.

    The department is guided by: The Law of the Kyrgyz Republic “On Education” and other regulatory and legal acts in the field of education. Orders, decrees, instructions and other regulations of the Ministry of Education and Science of the Kyrgyz Republic. Regulations “On the state educational standard of vocational education in the Kyrgyz Republic”. Labor Code of the Kyrgyz Republic and other regulatory legal acts of the Kyrgyz Republic in the field of labor legislation. Regulations on the University, Charter of Osh Technological University named after. Adyshev M. M. (OshTU). The collective agreement of OshTU.

    The work of the HR department is organized and directed towards the development and improvement of personnel work, and the complete and high-quality implementation of tasks to maintain optimal quantitative and qualitative personnel of the university. Thus the department:

    • -provides effective control over compliance with legislative regulations on personnel matters.
    • -organizes personnel work using the latest equipment and technology.
    • -conducts work on the selection of personnel of the required professions, specialties, and qualifications by the goals, strategy, and profile of the university, the formation, and maintenance of a data bank on the quantitative and qualitative composition of personnel, their development, and movement.
    • -carries out work, together with the heads of departments, on the selection, selection, and placement of personnel based on an assessment of their qualifications, and personal qualities, monitoring the compliance of the qualifications of employees with the requirements for their position in the departments of the university.
    • -organizes the certification of university employees, its methodological and information support takes part in the analysis of certification results, development of measures to implement the decisions of the certification commission, and determines the circle of employees subject to re-certification.
    • -organizes timely registration of hiring, transfer, and dismissal of employees following labor laws, regulations, and instructions.
    • -manages the documentary accounting of employees, issuing relevant certificates of activity, maintaining records and storing workbooks, and preparing materials for presenting employees with incentives and awards.
    • -provides preparation of materials on pension insurance, as well as documents necessary for the assignment of pensions.
    • -carries out work to update scientific and methodological support for personnel work, its material, technical, and information base, introducing modern methods of personnel management using the information system portal “Univer+”, “E-kyzmat” and “IS of ACCOUNTING.”
    • -provides methodological guidance and coordination of the activities of HR specialists and inspectors with university departments.
    • -monitors the execution by heads of departments of legislative acts and government regulations, local acts of the university on personnel work.
    • -ensures compliance with the procedure for employment and retraining of laid-off workers, providing them with established guarantees, benefits, and compensation.
    • -monitors the preparation and implementation of vacation schedules.
    • -monitors compliance by university employees with internal labor regulations, and the state of labor discipline in university departments, and develops and implements measures to strengthen it.
    • -takes comprehensive measures aimed at preparing informed decisions on personnel matters.

    Timely, by the established procedure, submits reports on personnel work.

    • -signs official (business) documents within his competence.
    • -conducts work on processing orders for enrollment, transfer, expulsion, granting scholarships to students, admitting students to the State Attestation Commission, assigning qualifications to graduates (draft orders) based on reports from faculty deans and personal statements of students, by the legislation of the Kyrgyz Republic on education, making appropriate entries in students’ files.
    • -accepts personal files of first-year students. Forms a personal file for a student transferred from another university and leads to further progress.
    • -strictly adheres to the procedure for maintaining the “Univer+” database of university students.
