    The Academic Council of the Osh Technological University named after M. Adyshev, being an elected public and professional governing body, makes a great contribution to the development of the university, the formation and development of democratic foundations for the management of the Osh Technological University. The Academic Council, developing together with the university, annually replenishing its part with members with academic degrees and ranks, is of great importance in determining the main directions of the educational and scientific activities of the university, solving problems of improving the quality of education, contributes to solving all problems at a high professional level.

    The Scientific Council carries out its activities in accordance with the “Regulation on the Academic Council of a Higher Educational Institution of the Kyrgyz Republic”, “the Regulation on the Procedure for Filling the Positions of Professors and Teachers of Higher Educational Institutions of the Kyrgyz Republic”, approved by the Decree of the Government of the Kyrgyz Republic. №.346 of May 29, 2012., the Charter of the Osh Technological University and the regulations of its work approved at the first meeting of the Scientific Council.

    The main functions and tasks of the Academic Council are provided for in paragraph 2 of the Regulation on the Academic Council of a Higher Educational Institution of the Kyrgyz Republic.All long-term plans and work plans of the university and its departments for the academic year, as well as work plans of the academic council itself, after development by the relevant services, are submitted to the scientific council for consideration and approved by it, according to the approved schedule, competitive elections are held to fill the vacant and full-time posts of the teaching staff.

    The Academic Council of Osh Technological University also considers issues of changing the university structure and management structure, reorganizing and renaming structural units of the university, approving topics for dissertations of university applicants and graduate students, providing creative leave to complete dissertations or writing textbooks or study guides. Resolutions of the academic council of the university are approved by orders of the rector on the reports of the scientific secretary.

    In addition, the Academic Council approves within university regulations, resolutions on certain issues, approves the part of various public commissions, the provisions on which their activities are carried out.

    In a narrower context, questions on academic, educational, methodological, and scientific work are considered by the constant committees of the academic council: methodical council, scientific and technical council, committees of the academic council and the university tender commission.

    The part of the scientific council is formed in accordance with paragraph 4 of the above provisions.

    The Academic Council meetings are held at Osh TU, according to the regulations, once a month, for 8-10 meetings a year, according to the work plan of the Academic Council developed and approved at the beginning of the academic year.

    Most of the meetings of the Academic Council are held openly, all interested persons are invited to attend, whose activities relate to the agenda items of the next meeting, department heads, heads of various university services.

    All resolutions of the Academic Council are approved by the rector of Osh TU, according to the reports of the scientific secretary, orders are issued for Osh TU, copies of which are distributed to the relevant departments.

    1. General Provisions

    The Academic Council of the Osh Technological University named after Adyshev M.M. (OshTU – later on), being an elected public – professional management body of the Osh Technological University, carries out its activities in accordance with the legal and regulatory documents of the Kyrgyz Republic, the Charter of the Osh Technological University and present regulations.

    The Academic Council of OshTU considers and accepts local normative legal acts of the university and its subdivisions.

    The resolutions of the Academic Council are compulsory for all employees of institutes, faculties, departments, centers, educational and scientific departments, administration and other departments of the university.

    The Scientific Council is responsible for the timely implementation of resolutions taken by officials and employees of the OshTU and has the right to monitor the implementation of taken resolutions.

    1. The Academic Council membership

    2.1. The Scientific Council is formed as follows:

    1. Rector (Chairman of the Academic Council), vice-rectors, head of the training department, deans of faculties, heads of profiling chairs, heads of other structural divisions, trade union and student organizations (given contingent should not exceed 50% of the total number of academic councils);
    2. Representatives of faculties and other structural subdivisions from leading scientists, professors and docents elected in accordance with the established procedure by the councils of the relevant structures. The number of members of the academic council from the faculty is established taking into account the total number of teaching staff, the number of doctors and candidates of sciences, as well as the number of specialties that are taught at the faculty.
    3. the scientific council may also include heads of scientific and research institutions, major scientists in the field of training specialists who do not work in OshTU.

    2.2. The academic council personnel is approved by the order of the rector for a period of 2 years in
    agreement with the state educational administration.
    2.3. Upon the retirement of previously elected members before the finishing term office, repopulation of established amount is provided at the beginning of the academic year in order to form its personnel.

    1. Chairman of the Academic Council of OshTU

    3.1. Chairman of the Academic Council (Rector) OshTU:

    • provides general guidance to the academic council and preparation of questions for consideration by the academic council
    • conducts sessions of the Academic Council;
    • organizes the work of the academic council in accordance with the authorities granted to it by this regulation; organizes work on the implementation of the resolutions of the academic council;
    • appoints the chairman assistant of the academic council;
    • issues orders and charges with matters, related to his competence, represents the academic council in relations with ministries, departments, legislative and executive authorities, courts, prosecutors, public and other organizations and officials, as well as representatives of foreign states;
    • approves the schedule and agenda of the meetings of the Academic Council, decides on the date of the extraordinary meeting of the Academic Council, introduces into the agenda of the meeting of the Academic Council questions requiring urgent consideration (unscheduled issues),
    • implements general control over the work of committees, commissions and other functional formation created by the scientific council,
    • if a member of the Academic Council misses more than 3 consecutive meetings, the chairman introduces a question of recalling.
    • 2. In the absence of the chairman at a meeting of the Academic Council, the meeting is held by his     assistant.
    1. Main functions and tasks of the Academic Council

    The Scientific Council of the Osh Technological University named after M.M. Adyshev:

    • considers issues and develops proposals for the creation, reorganization and abolition of institutions, faculties, departments, laboratories and other structural units;
    • approves annual and long-term work plans of Osh Technological University;
    • hears reports of vice-rectors, heads of structural divisions of the university on the main activities of the university and takes measures for their further improvement;
    • hears the reports of university leaders on the results of their activities after the expiration of their term      office and accepts recommendations for election for a second term;
    • approves, in accordance with the existing state educational standards, qualification characteristics, working curricula and schedules of the educational process, a list of elective disciplines;
    • determines the procedure of the approval of curricula, individual curricula of graduate students, doctoral candidates, applicants, as well as individual plans for the preparation of masters and the procedure for monitoring their implementation;
    • considers the issues of organizing and optimizing the academic process, introducing effective teaching technologies of the learning process;
    • determines the main directions of research and methodological work, allocates financial and labor resources for their implementation;
    • decides on the assessment of the effectiveness of scientific and organizational activities of scientific and training units on the basis of evaluating resolutions about the expediency of their development;
    • reviews and approves the structure of the university;
    • reviews and accepts local regulations governing the activities of the university and its units (regulations, instructions, rules, etc.);
    • conducts competitive selection of applicants for posts by heads of departments, professors, associate professors and senior lecturers;
    • hears reports on the conduct of competitive elections in accordance with the established procedure to fill positions of faculty, heads of departments, deans of faculties;
    • examines the cases of applicants for academic titles of professors and associate professors and presents the awards academic titles;
    • considers the cases of scientific – pedagogical employees, postgraduate students, doctoral candidates and university applicants for awarding academic degrees and provides recommendations to dissertational councils for defending dissertations (scientific and technical council of OshTU);
    • considers issues of awarding personal and state scholarships established for students and graduate students;
    • considers cases on presentation of scientific – pedagogical staff of the university to departmental and government awards;
    • determines the procedure for electing the staff of the academic council, deans of faculties and heads of departments;
    • approves the staff of the methodological, scientific and technical councils of OshTU;
    • decides on granting creative vacations to complete work on dissertations, textbooks and teaching aids;
    • decides on the transfer of PTS to the position of research staff to work on the thesis;
    • annually elects a financial committee, listens and approves annual reports of the OshTU financial committee;
    • reviews amendments and additions to the university statute and submits them to the general meeting (conference) of the OshTU;

    5.The procedure of the academic council of OshTU

    5.1. The first meeting of the council is held within a month from the beginning of the academic year immediately after its election.

    5.2. At the first meeting, the Academic Council reviews and adopts the rules of the Academic Council for the entire term of its mandate, approves the work plan of the Academic Council for the current academic year, approves the composition of the Academic Council, methodological and scientific and technical councils, the staff of the committees of the academic council and public commissions of the university.

    5.3. The periodicity, duration and procedure of holding meetings of the Academic Council is determined by this regulation and the resolutions of the Academic Council. The periodicity of meetings of the Academic Council at least once a month. During the winter (January) and summer holidays (July – August), the meetings of the academic council may not be held.

    5.4. Meetings of the Academic Council are held openly and can be covered in the mass media. In special cases, by the resolution of the Academic Council, meetings can be held in closed form.

    5.5. At the meetings of the academic council, the scientific secretary keeps the minutes, and, if necessary, transcripts. The minutes and transcripts are signed by the chairman and scientific secretary.

    5.6. The meeting of the academic council begins with the registration of those present in the secret list, which is held by the academic secretary. The meeting is eligible if at least 2/3 of the members of the academic council are present.

    5.7.The members of the academic council are obliged to attend its meetings. On the impossibility of attending a meeting of the academic council, a member of the academic council should inform the chairman of the academic council or the scientific secretary in writing in advance.

    5.8. The Scientific secretary notifies all its members about the date and time of the meeting of the academic council with the agenda no later than seven days before the meeting of the academic council (poster announcement, telegram, on line).

    5.9. With the draft documents and other necessary documents and materials on the issues being considered at the meeting of the academic council, the members of the academic council can be acquainted with the scientific secretary on the inside of the university network (CommFort), or on the next bulletin of the academic council after its publication.

    5.10. The chairman of the council or his assistant, presiding over the meeting:

    • directs the general course of the meeting;
    • provides the floor for the members of the Academic Council and invited people in order of priority;
    • can give the floor in line on procedural matters;
    • put to the vote the proposals of the members of the academic council or the counting commission;
    • holds an open vote and announces its results;
    • conducting the open vote, he votes last;
    • controls the conducting records and transcripts of meetings and signs them.

    5.11. The chairman of the meeting of the academic council has the right:

    1. in case of violation of these regulations, warn the speaker, and in case of repeated violation, deprive him of the word;
    2. the speaker, who allows rude or offensive language to address the presiding or other members of the academic council, is deprived of the right to speak without warning;
    3. warn the speaker if he deviates from the topic of the speech, and in case of a repeated violation, deprive him of the words;
    4. remove invited persons from the meeting room that interfere with the work of the academic council.

    5.12. The total duration of the meeting of the academic council is 2.5-3 hours with a break or without a         break by resolution of the members of the academic council.

    5.13. The duration of the reports, co-reports and the final word shall be established by the presiding judge at the meeting of the academic council in agreement with the presenter and co-presenters, but should not exceed 20 minutes for the report, 10 minutes for the co-report and 5 minutes for the final speech. Speakers in the debate are given up to 7 minutes, for repeated performances – up to 3 minutes, speeches for messages, inquiries and questions – up to 3 minutes. At the end of the set time, the presiding officer warns the speaker, and then has the right to deprive him of the words. Each speaker in the debate has the right to speak no more than 2 times.

    With the consent of the majority of the members of the academic council present at the meeting, the presiding officer may change the total duration of the discussion of the question, the time allocated for questions and answers, and extend the time of the speech.

    5.14. Each speaker, participant in the meeting (member of the council or invited) participating in the debate must submit the text of his speech in writing to the academic secretary for drawing up the minutes of the meeting.

    5.15. The members of the academic council who were unable to speak in connection with the closure of the debate on the issue under discussion are entitled to attach the signed texts of their speeches to the minutes (transcript) of the meeting of the academic council.

    6.The procedure for preparing questions for a meeting of the academic council

    6.1. At the beginning of each academic year, guided by the regulation of  OshTU, the plans for the work of the administration, dean’s office, departments and other subdivisions, a list of issues to be considered by the academic council, related to its introduction and the priority of their consideration during the year are drawn up; on the basis of this draft work plan of the academic council approved at the first meeting of the council. One or two main questions are submitted for one meeting. In addition, the agenda of one meeting may include consideration of competitive cases, presentation to academic ranks, other issues and miscellaneous.

    6.2. In order to prepare for consideration of the main issues, at least 15 days before the meeting, the chairman of the academic council (by his deputy) is determined the presenter and, according to the report of the academic secretary, a commission (3 or more people) from the most competent and authoritative specialists under consideration or preparation the issue is charged with the acting committee of the academic council.

    6.3. The speakers on the main issues may be the rector, vice-rectors, deans of faculties, heads of departments, heads of other structural divisions, chairmen of commissions. The chairman of the commission, who prepares the issue for consideration at a meeting of the council, is, as a rule, a reporter or co-reporter. No later than 5 days before the meeting of the academic council, the thesis of the report, the commission’s information and the project of resolution of the academic council on the issue under consideration, prepared together with the reporter and the commission, in typewritten and electronic form, should be submitted to the chairman or deputy chairman for agreement and given to the academic secretary.

    6.4. The head of the department is able to present the teachers to the academic title of associate professor or professor. If the head of the department is not a member of the academic council, the dean of the faculty or the academic secretary reports on this matter.

    6.5. On competitive questions, the speaker at the meetings of the academic council is the Chairman of the Academic Council or the Scientific Secretary.

    6.7. Applications, reports and statements on issues related to the “Miscellaneous” section must be agreed with the rector and with the relevant visas and resolutions, must be submitted to the academic secretary no later than 5 days before the meeting.

    6.8. All materials are included in the bulletin of the academic council of OshTU, published in typographical way for each meeting of the council.

    1.  The procedure of voting and resolution

    7.1.The resolution of the Academic Counsil takes place in open or secret voting regime.

    The open voting leads by the leader of the Academic Counsil. The members of the Academic Counsil express their opinion according the focusing issue for voting, the variants of replies are: “for”, “against” or  abstained” by hand up

    7.2. All resolutions are accepted by open voting, not requiring secret voting, as well as resolution on procedural issues.

    7.3. before the open voting the leader announces the number of the offer which are voted on, clarifies the formulation and succession, in which they are voted on, recalls, as the majority of votes (from the total number of members of the academic council, including the number of members of the academic council). No one has the right to cancel a vote after the announcement.

    7.4. The counting of votes is made by the academic secretary of the academic council. At the end of the counting of votes, the chairman announces what resolution he has made.

    7.5. In the absence of a quorum, necessary for the voting, the chairperson carries the vote at the next meeting of the Academic Council.

    7.6. Draft resolutions of the Academic Council on issues, adopted by open ballot, are discussed after the termination of the proposals. During the discussion of the draft resolution, it may be a majority of votes from the total number of votes of the members of the Academic Council in whole or in part. The main project is accepted if the members of the Academic Council have corrections and additions to the proposed project. In this case, all amendments and additions must be discussed and voted on, after which the resolution of the Academic Council is taken as a whole.

    7.7. Secret voting is conducted on the following questions:

    • competitive selection to replace the positions of professor-teaching staff of the department, professor, associate professor, senior lecturer;
    • presentation to the academic titles of associate professor and professor;
    • early release from the duties of the dean of the faculty;
    • early release from the duties of the head of the department;
    • other issues provided by the relevant provisions and other normative documents.

    The secret ballot will be conducted using ballot papers. The resolution to include applicants in the ballot is made by open ballot.

    The Academic Council is authorized to conduct a ballot of applicants in the presence of a quorum (not less than 2/3 of the composition of the Council) to begin the secret ballot.     Members of the Academic Council, balloted at this meeting, participate in voting on their candidacy are not accepted and are not considered in the determination of the quorum.

    7.8. For the conduct of a secret ballot and the counting of its results, the Academic Council shall, with an open vote, select the counting commission as part of three or more members of the Academic Council. The counting commission may not include the chairman, deputy chairman, academic secretary of the council, as well as balloted at this meeting.

    A member of the academic council may not be included in the counting commission if his / her candidacy is balloted. The counting commission selects from the composition of the chairman (protocol №1 of the counting commission).

    7.9. Ballot papers for secret ballot are prepared by the academic secretary or balloted in quantity corresponding to the number of members of the academic council.

    7.10. All members of the Academic Council present at the meeting shall be issued one bulletin on each issue submitted for voting. Upon receipt of the ballot, the members of the Academic Council are registered in the receipt against their last name on the ballot paper.

    7.11. Voting is carried out by ballot papers in the established form.

    Ballot papers for secret ballot are dropped off in a special box (urn), represented by members of the counting commission.

    7.12. At the end of the vote, the counting commission in the separate premises opens the box for voting and produces a count of votes. Inactive ballots are considered ballots in which it is impossible to determine the will of the vote. Supplements included in the ballot are not taken into account when counting votes.

    7.13. On the results of the secret ballot, the counting commission shall compile a protocol, which is signed by all its members. The chairman announces what resolution he has made, and when choosing, calls the chosen candidates. After this open voting, the minutes of the counting commission are approved.

    7.14. Resolutions of the Academic Council are taken by a simple majority of votes. The resolution is considered accepted if at least 2/3 of the votes of the list of members of the Academic Council were present at the meeting.

    7.15. The resolution of the academic council comes into force after the signing of the report of the academic secretary to the chairman of the academic council – the rector, the publication of the relevant order and is brought to the notice of employees and students.

    7.16. Protest against the resolution of the Academic Council in the form of a written statement addressed to the Rector must be considered at the end of the month at the meeting of the Academic Council.

    The chosen candidate is considered to have received more than half of the votes from the number of members present at the meeting of the Council.

    If during the contest, which was attended by two or more candidates, no one received more than half of the votes, then a repeat vote is made at this meeting of the council. The ballot for the second round includes two candidates who received the majority of votes in the first round. The chosen candidate is considered to have received a simple majority of votes in the second round.

    Office procedures of OshTU Academic Council

    8.1 Office procedures of the academic council shall be conducted by the academic secretary of the council.

    8.2. The duties of the academic secretary include:

    • organization and preparation of participation in meetings of members of the Academic Council and invited;
    • preparation for the publication of the bulletin of the Academic Council on the collected materials for each meeting;
    • notice of the members of the council on the meeting of the academic council with the agenda of the day no later than 5 days before the meeting (poster and online);
    • keeping minutes of meetings of the Academic Council, preparation, dissemination of information to the addressee of the resolutions of the Academic Council;
    • control over the implementation of the resolutions of the Academic Council;
    • consulting on the design of the work, associated with the competitive cases of the teaching staff, the presentation of samples of all necessary documents;
    • consultation on registration of personal affairs on assignment of academic titles and organization of their sending to VAK KR, provision of samples of all necessary documents;
    • control over the formation and publication of competitive advertisements of the university;
    • consulting the work of faculty councils and their academic secretaries;
    • preparation and issuance of extracts from the minutes and resolutions of the Academic Council;
    • other types of responsibilities arising from the duties of the Academic Secretary of the Academic Council of OshTU.

    List of cases and documents obligatory for preservation and storage by the academic secretary:

    • orders, resolutions and resolutions of the board of the Ministry of Education and Science of the Kyrgyz Republic and the Higher Attestation Commission under the Government of the Kyrgyz Republic;

    8.2. The duties of the academic secretary include:

    • organization and preparation of participation in meetings of members of the Academic Council and invited;

    • keeping minutes of meetings of the Academic Council, preparation, dissemination of information to the addressee of the resolutions of the Academic Council;
    • control over the implementation of the resolutions of the Academic Council;
    • consulting on the design of the work, associated with the competitive cases of the teaching staff, the presentation of samples of all necessary documents;

    Commissions (committees) of the Academic Council of OshTU

    10.1. In addition to the permanent committees and commissions of the Academic Council: methodological and scientific-technical councils, as part of the Academic Council are formed commissions (committees) on the main areas of activity of OshTU.

    10.2. The list and composition of the commissions (committees), as well as their chairmen are approved by the resolution of the Academic Council at the first meeting of the academic year.

    10.3. The main tasks of the commission (committee) are the preparation and preliminary consideration of the agenda of the day of the academic council and the development of draft resolutions of the academic council.

    10.5. Members of the Academic Council, submitting questions for consideration at the meetings of the Academic Council, must submit a draft resolution for the preliminary discussion at the meeting of the relevant commission of the Academic Council.

    10.6. The resolution of the commission (committee) is taken by open voting with a simple majority of votes.

    10.7. The meeting of the commission (committee) is considered legal, if at least 2/3 of the list members of the council participate in the meeting.

    10.8. The resolution is considered accepted if more than 50% of those present at the meeting of the council voted for.

    Procedure for holding competitive elections

    The conduct of competitive selection for the replacement of vacant (full-time) positions of professors and teachers of the Osh Technological University is carried out in accordance with the current Regulations.

    At the beginning of each academic year, the academic secretary of the university together with the personnel department forms a competitive announcement, which is published in the newspaper “Osh Shamy”. In case of necessity, competitive announcements are formed and published in the course of the academic year.

    The contest is announced for the position, the term of replacement of which is exhausted in the current academic year, vacancies for the teaching staff of the University.

    Positions of heads of departments, professors, associate professors, senior lecturers and teachers of OshTU are replaced by the contest for a period of five years. At the end of the five-year term, the specified positions are replaced in the order of the contest in accordance with the normative acts.

    In the contest to replace the position of senior lecturer can participate specialists with the appropriate qualifications, who, as a rule, have the degree of candidate of science.

    The positions of senior teachers may, in case of necessity, be replaced by persons who do not have academic degrees, working in the university for teaching positions not less than 5 years, who have published and published educational and scientific works; departments, according to the curriculum, working programs of discipline, methodical presentation of lecture courses at a high scientific-theoretical level of the lecture load of the senior lecturer should not be less than 25% of the total.

    In the contest to replace the position of associate professor may participate specialists with the corresponding qualification, having the degree of candidate of science or associate professor.

    Senior lecturers of higher educational institutions without corresponding academic degrees and titles, who have not less than 10 years of experience in teaching, scientific, pedagogical and educational activities, may also be admitted to the contest to replace the position of associate professor. allowance in volume not less than 10 p. l. without co-authors, used in the educational process, compiled in accordance with the approved plan of the university publication, curriculum, working programs of the discipline, and leading lecture courses (not less than 30% of the total educational load).

    In the contest for the replacement of the professor’s position may participate specialists with the corresponding qualification, having the degree of doctor or candidate of science and (or) the academic title of professor.

    In exchange for the positions of professors may also be admitted associate professors of higher educational institutions without corresponding academic degrees and titles, who have at least 15 years of experience in scientific and pedagogical work, teaching, learning and publishing. . l., published under the seal MOIN KR, without co-authors, used in the educational process, compiled in accordance with the approved plan of the university publication, curriculum, working programs of the discipline. Annual lecture load should not be less than 35% of the total

    For the replacement of senior lecturers, associate professors and professors without corresponding degrees and titles, when filling vacancies in the staffing of the department, the head of the department submits a report to the rector of the university on behalf of the rector of the university. extracts from the minutes of the meeting of the department, resume and list of jobs of the applicant.

    Specialists participating in the contest to replace the position must conduct a minimum of 1 open lesson, scheduled in the individual plan of the teacher, with the invitation of members of the contest commission of the university.

    The position of the head of the department is selective. The head of the department on a competitive basis is selected at the meeting of the Academic Council of the University from the number of specialists corresponding to the profile and qualification, having a degree and title, and appointed by order of the rector.

    Applications for participation in the contest to replace the vacant (staff) position are accepted by the Academic Secretary of the University in the month following the day of publication of the announcement and are registered in the registration journal.

    The following documents are presented for participation in the contest:

    • application in the name of the rector;
    • Filled personal sheet with personnel photography:
    • characteristics – recommendations from the previous place of work;
    • list of published scientific works and inventions, as well as teaching aids in the established form;
    • Copies: documents on education, academic titles and degrees, promotion, employment records, certificates, awards and other documents, notarized or personnel service at the place of work.

    Persons already working at the university for the corresponding positions, for selection or re-selection for the contest are preparing the following documents:

    • application for the name of the rector, signed by the head of the department and the dean;
    • filled in the personnel record sheet with modern photography;
    • resume;
    • report on educational, teaching-methodical, scientific work for the period, leading contest;
    • extract from the minutes of the meeting of the department;
    • conclusion of the methodical commission of the faculty;
    • list of scientific (educational-methodical) works.

    * Applicants for the position of head of the department should also present their development program of the department for the coming years.

    Meetings of the department to discuss the candidacy of the head of the department are conducted by the dean of the faculty or vice-rector of the university.

    At the meeting of the department for each candidate is made a conclusion with the recommendation of an open vote with a simple majority of votes.

    All the above-mentioned documents are presented to the secretary of the academic council of the university for representation by the rector of the contest commission no later than 10 days before the meeting of the council.

    The contest commission of the university is formed by the rector for one academic year for the preliminary analysis of the documents submitted for the contest and preparation of recommendations for consideration at the next meeting of the academic council of the university. The chairman of the contest commission is the 1st vice-rector. The composition of the contest commission includes representatives of faculties, educational department, personnel department, representatives of trade unions. The resolution of the contest commission is made by the protocol with the short motivated conclusion on each candidate and is signed by the chairman and the secretary of the commission.

    The list of participants of the contest is hung on the walls of the university no later than 5 days before the meeting.

    Before the beginning of the ballot, the members of the Academic Council must be acquainted with the motivated conclusion of the contest commission, as well as those who participated in the academic council application, recommendation, protest and proposal on the issue under consideration.

    The discussion of the presented materials and proposals is carried out by the academic council, and with an open vote by a simple majority of votes of the members present of the academic council decides the question of whether to allow the ballot to be counted or not.

    Contestants may attend the meeting of the Academic Council to discuss their candidacy, to make and provide the necessary explanations before the resolution on the conduct of ballot.

    The resolution on the selection of the corresponding position of the department is taken by the secret ballot of the members of the council.

    In case of absence of applications for the contest, it is considered inconsistent.

    If the results of the contest were not identified candidates who meet the requirements, the rector may take a resolution to conduct a repeat contest.

    In the case of a positive resolution of the Academic Council of the university on the selection of the corresponding position of the corresponding department, the academic secretary of the university compiles a report on the name of the rector to approve the resolution of the Academic Council and together with the staff. According to the report of the scientific secretary with the resolution of the rector of the personnel department the order on appointment to the position is made, the labor contract which is signed with the contestant for the term, provided by the above-stated normative acts.

    The Academic Secretary of the University will prepare the following documents for the meeting:

    • Minutes of the contest commission with a short motivated conclusion on each candidate, signed by the chairman and secretary of the contest commission.
    • Bulletins corresponding to the form of secret ballot (in accordance with the number of members of the Academic Council).
    • Minutes of the counting commission on the results of the secret ballot – 1 copy.

     

    The order of representation in the search for academic titles is determined by the provisions of the SAC KR.
